    BNSF rail is still hauling 2 mile long trains of coal and oil regularly.
    I still see a lot of trucks on the freeways.

    Maybe its something UPS is doing wrong.

    I do neither. I just see the trains.
    This is a projection of coal exports. It is being affected by China. This 'low' is not all that low. Trains are still moving. Coal is still being exported.

    Coal is not being phased out. It is still being used. We are using less of it, true, but it is by no means being phased out.
