The reason people don't always agree is that some people (like YOU) run around screaming racism every time a disagreement involves people of different ethnicity.
It is also a subjective term based on individual points of view. Some things are going to be blatant, where the vast majority would agree. Others are more subtle and you get varied opinions.

Prejudice and discrimination are more precise terms. A person can be prejudiced but not discriminate.
Racism is so broad and is applied to race, ethnicity, religion, nationality.....
And the politically correct definition says racism requires prejudice + power and that means a minority cannot be racist and a woman cannot be sexist--a definition few would agree with.
