This has been discussed before; but no one's been able to explain what's going to happen to the guy who's worked their for some time and is currently earning $15 @hour?

In AZ they're talking about raising it from $11 to $15; buy does this mean that the other guy is now going to get a raise of around $11 and now earn $26 @hour?
