Motive first- who is damaged by the leak ?
1) The Brit Conservatives who have just spent millions upon millions of dollars hosting the Don on an extremely unpopular ' state visit '. So who benefits from the leaks ?

So whoever it was that leaked the memos is, we can make a shrewd guess, looking for a Democrat election victory in the US and a Socialist election victory in the UK. Trump either intentionally destroys an agency or agreement that he opposes by installing people inimical to its stated purpose, or if his right wing disruptors
