You are missing the whole point. It's not where these people come ashore but the number. The numbers are nothing compared to the numbers crossing the border daily. I am sure if people living on the canals keep seeing strange boats filled with people going up and down the canals they are going to alert the authorties.

1st very few citizens have no form of identification. A bill a letter, something. But assuming he doesn't, the border patrol would see if there was someone who could vouch for him if not they would take him in.
