There is nothing in the Constitution that says a sitting president cannot be subpoenaed or indicted while in office.

Mueller refers to what is a standard within the Justice department, set by the department, not by Constitutional law.

Mueller is a copout, and putting the burden of having a rogue president off onto congress to impeach him.

He is trying to say, he had no other choice, when in fact he had a choice and an obligation to indict Trump.

And him knowing fully well, that even if the House started impeachment hearings, the Republican Senate would never
