    They admit Trump's win was a fluke, and that will not happen next year.

    Michael Glassner, chief operating officer for the Trump campaign, suggested El Paso has overcharged his team for the rally and said they are currently "reviewing" the invoice.

    "Since 2015, the Trump Campaign has held nearly 550 rallies all over the country, and this invoice is roughly 10 times the amount that a locality generally asks to be reimbursed," Glassner told ABC News. "We are reviewing it."
