Manually attached mines are set by divers, not by boats, since the mine relies upon water pressure it enhance its destructive force. Above the waterline a hole in a ship is no where near the problem that a hole below the waterline creates.
Further, you do not have evidence of them removing anything, since a standing room only boat would never be sent by a competent military to remove an explosive.
