While Congress can certainly act with impeachment proceedings, he could have come to a conclusion on obstruction. But he didn't. He concluded there wasn't enough evidence to indict any Trump campaign member with conspiracy/coordination. He could have easily stated a conclusion on obstruction as well if he wanted. But he didn't. He punted. Which left the decision to his boss... The AG.
Again, Barrs decision does not alter the ability of Congress to go the route of impeachment.

Mueller could not indict and if you are talking about the house they haven't yet, not "didn't". I don't give a shit if they do. He's a spectacular poster boy for the republicans. Let's keep the criminal in the news until the next election. Hell, polls in Texas say if he goes against Biden he will lose that state. He damn sure won't win any of the states in the rust belt like he did last time, the guys a fucking idiot as are those who support him.
The only interesting question is whether, if nothing new comes about (through further investigation or impeachment proceedings
altering the Republican rank in file consciousness, and after Trump loses in a massive electoral and popular landslide election to whomsoever
the wildly unpopular and hated PIG goes up against), will he be immediately indicted or not.
I consider all events within above parenthetical fait accompli.
