    A judge who has been on the bench for more than two decades will be suspended for six months without pay for making politically charged comments about President Donald Trump from the bench and on social media.

    Judge Michael Kwan had an exchange that appeared to demean a defendant and included political commentary related to Trump’s immigration and tax policies.

    The conversation in question revolved around whether a defendant had been paying their fines. The person said they had planned to use their tax return to pay what they owed.

    "You do realize we have a new president," Kwan asked, "and you think we are getting any money back?"

    The defendant replied that they hoped and prayed they would.

    "Prayer might be the answer," Kwan replied. "'Cause, he just signed an order to start building the wall and he has no money to do that, and so if you think you are going to get taxes back this year, uh-yeah, maybe, maybe not."

    Kwan argued this exchange was supposed to be funny.

    But the high court noted that it is “an immutable and universal rule that judges are not as funny as they think they are” and "if someone laughs at a judge’s joke, it’s probably because of the power dynamic in the courtroom and not because the joke was actually funny".

    The opinion also outlines a number of political comments that Kwan made on Facebook and LinkedIn about Trump when he was a presidential candidate. He also posted or shared articles about immigration, gun violence and voter participation.

    Kwan indicated he’s nearing retirement, although he did not set a date.

    In addition to Kwan's politically charged comments, he was also found to have violated the rules in February 2017 when he had a confrontation with a court clerk about a staff member who had been promoted without his involvement. Multiple people described him as "angry" and "screaming." A short time later, Kwan submitted a written notice for disciplinary action, threatened the clerk with unpaid suspension pending termination and directed her to be escorted from the premises.

    Kwan also has a history on being publicly reprimanded.

    Gropin' Joe Biden was reportedly one of the few Obama administration officials who participated in secretive meetings during the early stages of the Obama-era intelligence community’s initial operations regarding suspected Russian interference in the 2016 presidential campaign.

    That tidbit was contained deep inside a 7,700-plus word Washington Post article published June 23, 2017 in which the ultra-liberal newspaper also detailed the highly compartmentalized nature of the original meetings.

    Part of the effort involved unsubstantiated and ultimately discredited charges made in the DEMOCRAT-financed Steele dossier that Trump campaign officials were colluding with Russia.

    Biden’s largely unreported role in the initial Obama administration meetings on the matter of Russian interference could spark further questions now that Attorney General William Barr has appointed a U.S. attorney to investigate the origins of the Russia collusion claims.

    Only last week, Barr commented that the intelligence community’s early handling of the Russia investigation may itself raise questions. He noted that it was first handled at a “very senior level” and then by a “small group.”
