He doesn't want to do it. The reason is that he doesn't want to have to perjure himself.

Also, even though the democrat party runs the show, Republicans can ask questions too.

One question Mueller will get is "At what point did you know that there was no collusion between the Trump administration and Russia"? He doesn't want to answer that question. Because if he answers it honestly then he will have to explain why he continued to investigate.

He gave his reasons yesterday. He will only testify about his findings and he has already produced that for Congress. His answers won't be anything more than what he wrote because those are the facts as he knows them

Actually, he has already answered that question if you had bothered to read his report. He reached a point where the lying and refusal to answer questions had stymied the investigation so he could no longer follow any leads. He can't say with any confidence that there was no collusion. He can only say that with the evidence he has so far there is not enough to convict anyone of a crime. Obstruction had reached a point where he couldn't ask the right people questions.

Let's hope the Republicans in Congress do ask that question and then the entire world will hear Mueller say that the President refused to clarify the vague and untrue answers he gave to written questions and refused to sit for an interview.
