Could be anybody.In August 2013 the Irish republican dissident group Óglaigh na hÉireann was blamed for planting a Katyusha-style rocket in undergrowth next to a field near Cullyhanna in South Armagh in an area used by soldiers on training exercises. The weapon was to be triggered using a mobile phone.

A US official, speaking on the condition of anonymity, said the Syrian government had a history of resorting to chemical weapons when fighting intensified. US is investigating and sez no confirmation it was a rocket..Once you start believing these accounts without thorough, independent, investigation you are simply being sucked into the war plans.
But on the other hand, the reason Assad has resorted to barrel bombs is because of lack of traditional munitions
I assume the chlorine was dispersed by such or shells because of the similar lack during this current offensive
Assad isn't short of anything. The ' gas' claims have always been a stitch-up in order to ' justify ' US intervention. Putin knew that. Trump knew that. The 50 -odd Cruise missiles fired in ' response ' hit nothing.
