No, that's misunderstanding the Constitution of the United States, particularly the 1st amendment.
They do have the right to say what they want politically. The federal government can do nothing about it. No state government can do anything about it (that is, if they want to honor their own constitutions).

The 1st amendment applies ONLY to the federal government. It prohibits the federal government from passing any law restricting speech (even yelling 'fire' in a movie theater. The States have similar wording in the own constitutions, but allow for room to pass laws concerning public safety, including restricting certain speech.
But the federal government has NO constitutional authority there.
Similarly, the federal government cannot prohibit a religion or create a government religion. States can, though, if it is written into their constitutions (none currently have that).
These restrictions apply to government, not the people.
Now if someone wants to be a jerk and say the wrong thing in a bar, he will likely get punched in the nose. The constitution has no effect here. It is not even involved, neither for the rude comment, nor for the assault.

Yes, but Buttigieg wasn't saying Pence didn't have the legal right to be anti-gay. Buttigieg was criticizing Pence's anti-gay policies, and instead of defending them, Pence simply said he has the First Amendment.
