    It is not Governments responsibility nor can Centralized Governments solve the issues surrounding homelessness. Most of the people on the streets are mentally ill or drug abusers. The policy that released these mentally ill people onto our streets was a liberal central government thinking idea. Like most liberal ideas, it is a massive failure.
