It's computer phone scam.

They want you to open up a screen, that's a virus and gives this idiot access to your computer.

The original call said I had $200 coming as a refund.

Please use a cell phone, so it doesn't cost you anything as a possible long distance call.

He'll hang up, as soon as you mock him; but you can always call back and continue to mock him.
