    Not necessarily. I know people who take beginning jobs and learn skills that did not require a formal education. I am building a house and many of the skilled workers are Hispanic with their sons as their helpers who are learning the trade. I know men who worked as pipefitters who learned the trade by going to apprentice school. There are many schools that teach job skills and government grants are available to those students. The government has free job training programs (Job Corps) that pay a wage, room and board, and other expenses that cannot fill their slots with enough students.

    Things are better understood when broken down to the local level, without being able to cry "he's making billions, BILLIONS I tell you",
    when applying principle to policy.

    So you start a modest flooring business by doing a neighbors floors, then another neighbor wants his done, word of mouth you get going... so you run your credit cards up, second mortgage on your house, spend your savings, all to purchase equipment, sanders, polishers, saws, your truck, to buy your licenses, insurance, advertising. Business starts to take off you hire 3 or four employees, purchase their unemployment insurance, insure them, all the while busy in the background advertising, marketing, doing the bookwork, billing, chasing invoices etc.
    Business keeps building, 3, 4, 5 years busting your ass, you now have 10 employees, maybe 15, 3 trucks, tons of equipment. your employees just basically show up 7 am every day, clock out at 5. You pay them what you agreed on at the start, , maybe a dollar an hour raise each year. Christmas bonus maybe.

    then THEY, your employees, decide being that business is doing so well they demand better pay, bash you because you have managed to purchase a summer home, a new car or two, they even publically disclose your bank account. Demand the government step in and do something.
