We might be able to forensically tell if actual votes were flipped, if electronic voting was tampered with.

But that does not answer how effective Kremlin propaganda efforts are on social media and other attempts at political influence. And what psychological effect they had on people's view of the candiates.

Even though Trump lost the popular vote of American citizens, there is no way to tell how many people were duped by Kremlin lies and propaganda concerning Hillary Clinton, or how Kremlin lies influenced their views of the candidates. .
