I don't think it is a good idea. I agree it looks like a vote-grab.
But I would favor automatic voter registration associated with getting a Social Security card. That makes more sense to me. Our system of requiring citizens to register to vote adds an unnecessary layer of complexity which results in fewer people voting. This hurts our democracy, makes it weaker and more vulnerable to big money power interests.
I believe people would be more patriotic and responsible citizens if all adult citizens over age 18 are automatically registered to vote. When people vote, they take more national responsibility. Also, there should be public PR campaigns designed to shame those apathetic people who do not become politically engaged, well informed or vote. Our system of self-government, government which derives it's power from the consent of the governed, is designed to function only with the active participation of the populace.
Couple that with a mandatory Ranked Choice Voting system in every State, and we would have far more effective government of the people, by the people, and for the people.
Right now we seem to have a government of the rich, by the rich and for the rich. That is too exclusive and wrong. It is destined to fail and not be longstanding. It's shallow instant gratification for the greedy.
