And over that time, the US oil and gas industry lost how many jobs?
Well, let's find out:
According to BLS, in 2008 there were a total of 154,000 people employed in oil and gas extraction. By February 2019, that number dropped to 150,000. And when did the drop occur? Late 2015.
Since reaching a peak of 200,800 people employed in October 2014, 25% of all oil and gas extraction jobs have been lost.
Why do you think that is?
The price per barrel, right?
So increasing production has what net effect on the price, and subsequently, employment and revenues?

which is why pure socialism cant work
just like pure capitalism cant work
just like Pure Democracy cant work
just like merely being a republic cant work
they all fall pretty to the greed of sociopathic people
The founders of the United states realized that
SO THEY CREATED A HYBRED that just might work
and to make sure any of its unforeseen flaws could be corrected by the people themselves
regulations
enforcement of laws and regulations
A Democratic republic with a constitution that could react to the peoples will
the right now hates that constitution and government

Does the utility outweigh the costs? Let's investigate that because I don't suspect it does. Now while we do use petroleum in things like plastics, the overwhelming majority of oil is used for energy purposes. We can certainly improve mileage standards for cars, as Obama did, and even transition from hybrids to full electric. Also, increased public transportation would help, as would telecommuting. The point is that we can get off our dependency on oil, it just requires funding innovation.
You just answered your own question; the more oil Venezuela produces, the lower the price per barrel. So it becomes a race to the bottom; pump more oil to make up for the decline in the price of oil because more is pumped. What is the point of saying that Venezuela suffers from the price of oil when they structured their society around the ability to sell oil on the capitalist market?
Should Venezueals have diversified their economy more? Of course. But to lambast them for not investing more into the oil infrastructure while also saying they should diversify their economy is bullshit.
I'm not entirely sure what the solution to Venezuela is, but I know that increasing oil production isn't it.Where's the money gonna come from without capitalism, you one-thought-maverick?

I'd call it workable in a country that has 10% of the population of the USA, with more land mass and natural resources. Hell, they don't pollute anything, and they're the most polite people I've ever met. If I were you, I'd even call it home! Why don't you take all the rest of the America haters with you and move up there, eh hoser? Oh...it's the politeness thing, right? Never mind(also, that universal health care system? It ain't universally loved up there)
