All you are really talking about is where they chose to put their huge oil profits. They spent lots of it on the people and schools. However, when the oil price was killed, the profits were slashed and the promised programs were no longer reachable. They were selling oil across the globe. They were capitalistic about making money, just socialistic about where the profits were spent.
