White Nationalism is Nationalism based on whiteness.
Ethnic Nationalism is Nationalism based on an ethnicity. Japan is an Ethnic Nationalist country, where policy is made for the Japanese.
Civic Nationalism is "Nationalism" based on citizenship.

Israel is Ethnic Nationalist. Their policies are for the Ashkenazi Jews.

Jews aren't white, because to be white you have to have European ethnicity. The Ashkenazi Jews are genetically similar to Europeans, but their culture and identity is Jewish.
