I hate to break the news. The governor did create the mess in Flint. Agencies in the administration and emergency managers appointed by the governor are to blame for allowing contaminated water into the homes.
When they changed the water source to the Flint River they failed to properly treat the water. Lead from aging pipes entered the water supply.
