Issues that need to be solved by the federal apparatus belong to the federal apparatus 99% of the issues you force on the feds can be handled by the states though. You do this for political convenience. you could easily allow the 50 states to decide for themselves, but some of them will decide in a manner you don't like, and your inner dictator can't stand that
