New York state prosecutors have put together a criminal case against Paul Manafort that they could file quickly if the former chairman of Donald Trump’s 2016 campaign receives a presidential pardon.
New York County District Attorney Cyrus Vance Jr. is ready to file an array of tax and other charges against Manafort, according to two people familiar with the matter, something seen as an insurance policy should the president exercise his power to free the former aide. Skirting laws that protect defendants from being charged twice for the same offense has been one of Vance’s challenges.
Manafort was convicted of eight felonies, pleaded guilty to two more and is scheduled to be sentenced next month for those federal crimes. Prosecutors working for Special Counsel Robert Mueller have recommended as long as 24 years, a virtual life sentence, for the 69-year-old political consultant.
The president, who has bemoaned Manafort’s treatment at the hands of Mueller, said in November that he has not ruled out a pardon. He has frequently talked of his broad pardon power, possibly extending even to himself, and acted to liberate two political allies previously.

Details about Manafort's cooperation have been especially guarded by prosecutors, since his interviews are a significant part of Mueller's investigation into Russian influence in the 2016 presidential election.
Prosecutors will also likely suggest a range the judge could give him in prison time.
The memo Friday will cover the two charges Manafort pleaded guilty to in September, conspiracy against the US and conspiracy witness tampering, which he committed after he was arrested by trying to reach out to former colleagues.
At the time of his plea, he also admitted to a litany of money laundering and foreign lobbying crimes that encompassed his work for Ukrainian politicians and other clients over several years. Co-conspirators, Manafort said, were his long-time colleagues Rick Gates, who is still cooperating with Mueller, and Konstantin Kilimnik, whom prosecutors say is connected to Russian intelligence and who is at the heart of their inquiry.
The memo will also likely cover his and Kilimnik's alleged contact with potential witnesses in his case after Manafort's October 2017 arrest, and his lies about his interactions with Kilimnik in 2016 and other topics.
Previously, prosecutors said Manafort should face up to 25 years in prison and pay tens of millions of dollars for tax and bank fraud. Friday's sentencing memo will speak to consequences that could pile on top of the those.

Any charges brought by NY in that scenario prove it isn't about what they think he did. If the actions they claim are true, charge him now. Don't base whether or not to file them on someone else's actions. Failing to do so proves exactly what has been said about the left being motivated by hate.

As for the State charges, failure to do them now instead of waiting to see what happens on the federal level proves NY doesn't believe he did anything wrong. They're trying to Jussie him because they still can't accept Hillary getting her ass kicked.

Criminals belong in prison....state or federal this felon has been under investigation since 2010. Don't ya think its about time that someone makes something stick to him? Its sad that the great state of NY or any other state did not have such a sense of (wink, wink) JUSTICE when Blow Job Bill pardoned 450 criminals on his last day in office (known as pardongate) then there was the pardon of Marc Rick...convicted of hedge fund violations and tax evasion (sound familiar?) or when Barry Soetoro issued few pardons (212)....but more Clemencies than any president in US HISTORY to include the early release of the SHIM convicted TRADTOR Manning who was sentenced to life but granted clemency because of their perversion of pretending to be a female (after grate lobby effort from the queer in the US). Really? Clemency for a convicted TRATOR of THE PEOPLE that was sentenced to LIFE simply because they made the mental decision to wear a dress and bra instead of tighty whiteys and genes? But the attempt to finally convict Manafort after a decade of investigation is more important than TREASON?

Never said it was one or the other. However, if NY thinks charges are valid, they should bring them based on that not and if, then situation. That proves it's because they got their feelings hurt not because they believe the charges should be filed.
