    That is NOT what I said. If you plan to cut taxes, cut spending first. Then and only then do you have an idea of how much tax to cut.

    Well that's just stupid because of things like emergency spending on things like natural disasters.

    It's why there's no federal BBA; because you cannot anticipate future needs for the year.

    Government budgets are not run like individual budgets because ultimately, an individual dies but a government doesn't.

    We've carried a debt load in this country since the mid-1800's. Pretending that we have to stop increasing debt is just reckless and irresponsible.

    Right now, borrowing rates for the government are among all time lows. So now is the time to borrow and spend on big projects that will create jobs.
