My guess, he'll make some public offers that he expects to get rejected that he'll use to show they are not dealing in good faith and don't really care about a solution. I think his SOTU will happen in that time, he'll use it to get under their skin, and they'll refuse to work with him though he's "willing"... basically, I think he plans on making it look like he's the one with solutions and they are simply anti-Trumpers willing to reject every idea that they would love coming from a Democrat because "Trump"...
