Beginning with Thomas Jefferson in 1801, presidents ceased to deliver the address in person, instead submitting a report to Congress in writing. And Congress ceased to respond, much to Daniel Webster’s chagrin. Woodrow Wilson revived the pre-Jeffersonian practice of in-person delivery in 1913, but the legislative response stayed dormant. When the response finally was resurrected during the Johnson administration, it was partisan rather than institutional.
you mean 'instead of' and not 'in addition to' a written submission? *ive never seen an exception*

    no procedure agreed.
but the language is clear it must be direct TO Congress - not indirect like thru TV.

The intent was for the executive to inform Congress . It's direct language to do so.

    Expectation does not mean required.

Show me where they can issue a denial, in the Constitution.
All I know is that it's (procedure) by Congressional invitation
There is no provision for Congress to deny receiving the submission or in person speech

But isn't it Congress's choice, if they refuse to listen.

Exactly, so wouldn't this mean that they're refusing to do what they are required to do??

asking for a delay isn't a denial, but it's playing into the impeachment left Pelosi has to deal with.

US911 is desperate to cover Trump's fat ass.
The Constitution and Presidential duties mean nothing to Trump and his fascist followers.

But I haven't seen anything that grants her the power to deny it, so is it just possible that she's overstepped her boundries.

You appeared scared that you're finally realizing that Pelosi may have just created a situation that's going to backfire on her.
