He can do it from the WH. He could write it on a McDonald's wrapper and mail it to her. It really doesn't matter. There is no requirement that the POTUS deliver the SOTU in the house chamber. There is no requirement he even give a state of the union anything. He has told them he deems a border wall necessary and expedient. The box is checked.
