There are other things that are more important than the wall, things like plugging loopholes in our asylum laws, E-Verify, fining employers who hire them and what have you.

Either of them can stop the standoff, Trump is not the only one who can end it. Pelosi can end it just as easily. A stand-off is a situation in which neither of two opposing groups or forces will make a move until the other one does something, so nothing can happen until one of them gives way. It can be either side that gives way.
