Ok but the reason Virginia is 6th is because the number is based on how many cases are prosecuted and Virginia is very proactive in investigating and prosecuting these crimes.

I was looking at this interview with chief of border patrol for the Rio Grande Valley.

He said ANYONE crossing has to pay tribute to the cartels - so building the wall mean less money for drug cartels
and reducing the number of migrants means less trafficing / less manpower costs /more effective..

With today's technology it is not hard to find tunnels. Even as they are being built. Passive seismic, sensors, GPR to name a few.
