Default Where Does US Heroin Come From? Heroin's Hidden Journey

According to the DEA, the majority of the heroin consumed in the United States comes from Mexico (50%) and Colombia (43-45%) via Mexican criminal cartels such as Sinaloa Cartel.

    Excerpt:

Nearly all of the heroin fueling a U.S. resurgence enters the country over the 1,933-mile Mexico border, according to the U.S. Drug Enforcement Administration.

Customs officers in Nogales have seized more heroin in the first six months of fiscal 2014 than during each of the past three full fiscal years, Agosttini said.

Most is hidden in vehicles crossing through ports of entry like the bustling Nogales gate. Smaller amounts are carried in on foot by men dubbed "mules," hiking established desert smuggling routes. Some is ferried in by plane or boat.

Most is taken to stash houses in cities near the international line — San Diego and Los Angeles; Tucson and Phoenix; and El Paso, Laredo, McAllen and Brownsville, Texas. From there, operatives drive loads along interstate freeways to destinations across the country.

The operations are highly compartmentalized, said Douglas Coleman, special agent in charge of the Phoenix Division of the DEA.

"Nobody knows each other. Nobody knows anything. The transporters, they only know they're supposed to go to Detroit, and when they get to Detroit, they're supposed to call a phone number and await instructions," he said.

Often, payments are handled by other operatives. DEA officials concentrate on identifying and apprehending top-level cartel commanders, but the smuggling networks are specifically engineered to thwart law enforcement.

"When we arrest one, it's hard for us to get the entire picture, because everybody has a role in the organization, but nobody knows what the others' roles are," Coleman said. "When we catch a guy, he doesn't have anything to tell us. All he has is a number."

Mexico grows small "plantations" ( fields) in the Sierra Madre, mountain system.
Most is driven in, but there is still enough foot traffic from illegal crossings.

There are a couple of Mexican army task squads that try to find and destroy the poppies

Here are 18 of the largest drug busts in 2018. I assume in San Diego since this is it's NBC affiliate. Scanning the 18, almost all are through legal checkpoints, legal 'pedestrian' crossings, CARS, some appear to be US mail or ship (those going to HI). A few are non-specific and say simply 'border' interceptions. Some creative methods here, apparently not creative enough.

How will a WALL or a 'slatted fence' stop these? That's not a provocative question. I'm asking HOW?

Should we do as they do in much of Asia. Execute convicted traffickers and mules who are convicted above a certain quantity of heroin? Say 30 grams?

Because you want everything to go through a checkpoint, not around it. For every bust you read about here there are hundreds more that made it through. Not through a checkpoint.

Yes. When they executed pirates the used to hang the remains in cages at the entrance to the harbor. I think cages with executed criminals might serve the same deterrent.

How much is being hauled across the desert on foot where there are no roads?

You seriously have no idea how things are smuggled into a country. I suppose that is good.

There is no scientific data that it does or does not work. In general the consensus is that you can't incapacitate (read imprison or execute) your was out of a drug trafficking problem as those imprisoned or executed will be replaced by others.

Two actions that are known to work is treatment, which lowers the demand side, and increased law enforcement presence where such activities are taking place, which increases the perception of getting caught and punished. Both show positive results but making the actual punishments harsher has not provided conclusive data that this works or does not work.

Except there is no valid data that shows such actions work as a deterrent. Policing does due to the the threat of getting caught but oddly the actual punishment for getting caught doesn't seem to have an affect one way or the other.
