This year, President Moon Jae-In, who describes himself as a feminist president, is testing a new angle: showing women more respect.
At the end of last year, South Korea announced plans to remove some of the disincentives for employing women, allowing both parents to take parental leave at the same time and extending paid paternal leave. Employers also get incentives to allow either parent to work fewer hours.
"Efforts on gender equality are very timely," said Shin Eun-kyung, an economist with the Organisation for Economic Co-operation and Development. South Korea is the worst place for women to work in the OECD, despite women being among the organisation's best educated, and more highly so than men.
But the measures go beyond the workplace: mothers can choose to give the baby their own last name and a tickbox on birth certificates showing whether a baby was born outside marriage will be removed.
Fertility treatments will be offered to single women and unmarried couples as well. Social campaigns will encourage men to participate more in child care and household chores.
Contrast that with a 2016 effort by the previous government, run by the country's first woman president, Park Geun-hye, which launched a website carrying a real-time statistical heatmap of women of child-bearing age, marriages and births in the hope of spurring competition between cities and regions.
The website was taken down after one day, with women complaining it made them feel like "reproductive organs".
"The country sees women as baby factories," says Hong Sook-young, who produces the country's most popular children TV show. Asked about the latest measures, Hong said "at least pretending to hear what people really want is a start towards change".

I wonder what CHINA is doing! Did EITHER of the Koreas do this? Misogynistic attitudes that value women less with women now having their own money and power--no matter what continent--are saying fuck this?? Preference for BOYS in Asian countries is rife with problems. (Frankly, I'm too scared to know what happened after aborting girls in China for so long. Kidnapping women, mail order brides, brothels, gender selection 'prizing' GIRLS this time?) MISOGYNISTIC CULTURES wanted boys, and they GOT THEM! Close to, if not 2 GENERATIONS of China's 1 child policy with women aborting GIRL fetuses. I remember hearing about this at least as far back as the early 90's and thought, OKAY, now what geniuses, what happens when these boys grow up? DUH!
INDIA is/was doing it as well.
ADDENDUM: It went back further than I remembered but I was correct, it ended up being 2 full generations....
China's one-child policy is estimated to have prevented up to 400 million births since it was instituted 35 years ago. In the wake of an aging population and shrinking labor force, the policy was first relaxed to allow a second child for many young couples, and then ended formally in October 2015. Jun 25, 2018

It's true: Western money and advice really did help fuel the explosion of sex selection in Asia.

How did more than 160 million women go missing from Asia? The simple answer is sex selection — typically, an ultrasound scan followed by an abortion if the fetus turns out to be female — but beyond that, the reasons for a gap half the size of the U.S. population are not widely understood. And when I started researching a book on the topic, I didn’t understand them myself.
I thought I would focus on how gender discrimination has persisted as countries develop. The reasons couples gave for wanting boys varies: Sons stayed in the family and took care of their parents in old age, or they performed ancestor and funeral rites important in some cultures. Or it was that daughters were a burden, made expensive by skyrocketing dowries.
But that didn’t account for why sex selection was spreading across cultural and religious lines. Once found only in East and South Asia, imbalanced sex ratios at birth have recently reached countries as varied as Vietnam, Albania, and Azerbaijan. The problem has fanned out across these countries, moreover, at a time when women are driving many developing economies. In India, where women have achieved political firsts still not reached in the United States, sex selection has become so intense that by 2020 an estimated 15 to 20 percent of men in northwest India will lack female counterparts. I could only explain that epidemic as the cruel sum of technological advances and lingering sexism. I did not think the story of sex selection’s spread would lead, in part, to the United States....
