Restaurants are allowed to ban certain individuals who have tried to steal something or people who have been civil disobedient in their past on their premises.
Just as retail stores are as well.
Usually, the suspects are photo identified by security cameras, and the Corporate Office will issue the banning after it's been reported to the police.
And then the restaurant or retail store will post the banning sheets for all to see somewhere in the store or restaurant for future reference.
This is the normal procedure for handling things like this!

My thing is people jumping on this, claiming racism, when it's clear the manager is Hispanic and the video shooter admitted on social media to running out of restaurants and not paying. She recognised him from before and challenged him. You should save your sympathy for the genuine cases, not this scumbag.
