Not much you can do about it without just seizing the land and driving the population in those hills down to zero.
Tangentially, I am somewhat surprised radical islamists haven't started weaponizing forest fires in the US. It would be nearly impossible to defend against out west at least.

Gov. Brown vetoed SB 1463, despite being passed by the Legislature, 75-0 in the Assembly and 39-0 in the Senate. That tells you this was political. The Governor’s veto message did not properly address why he vetoed the bill. Brown claimed that the PUC and CalFire have already been doing what Moorlach’s bill sought to accomplish. How on earth could Brown kill this bill when the state was burning down?

In terms of which entity manages the forests in California, the federal government, manages more land than the state of California. The federal government manages 57 percent of the forests in California, according to the Legislative Analyst's Office. The state manages 2 percent. Private owners are responsible for 39 percent.
