I don't know. It took quite some time after the 2016 election for us to become aware of the large role that Russia played in that election. For example, this came out almost a full year after the election:

Why assume they didn't sway it? It's entirely possible, for example, that the Democrats would have taken the Senate if not for Russian efforts to support key Republican candidates, in order to create a divided Congress and in order to perpetuate their pet administration's ability to get its executive-branch personnel confirmed.
