He wants to subsidize coal from the Appalachian fields because of increased competition from the western states' mines. I am not sure that really will happen though as western state representatives and anti-coal democrats in congress would likely constitute a majority coalition in opposition. That is my gut instinct at least.

One-offs don't create a future do they. we know Asia is going to get its coal from South Africa and Australia and only intermittently from the United States and Canada.
