It's kind of bogus, as that's not how you vote, and it's not descriptive of what democracy is. I understand fear that they might gloss over the wants of the less populated areas, but that's what state governments are for. It seems like a betrayal to the people. Just vote person, to person, and one vote, one voice. The other stuff can be figured out in another manner that doesn't stab people in the back.
