it's called drug court and it's widely used and effective

Effective can be arguable. We don't have a drug court because the local judges refuse to authorize methadone or any other step down drug that have to be made available to the accused as part of the funding requirements.

excuse my ignorance on drugs but they just aren't my thing. What's being sold on the streets of SF? I always though it was weed, crack, meth and heroine. Are street level drug dealers big sellers of opioids?

from what I have heard around the court house hardly anyone makes or sells meth anymore......
