If Democrats had trouble reaching cloture during those years, it's because either Democrats were voting with Republicans *or* they were incapable of swinging one moderate. Literally any moderate at all. Which would suggest gross incompetence as elected officials. Yes, GOP took advantage of senate rules to make it a teeny bit harder to pass Democratic bills despite majority.

Enough with the bull shit. Any one with common sense knows that no bill is passed in the time span you suggest. What the situation does suggest is the lack of a common concensus among the Democrats unlike the falling in line for the party good that is the Republicans.
