Depends on how low lying the land is, how fast the storm is moving, how much rain, etc. If it's a fast moving storm, may be no need. No cookie cutter formula on actions for each particular storm in different areas. Common sense is needed so I guess that explains why some are left standing on their roofs.

The coastal areas receive the bulk of the flooding.
