    CHARLESTON, W.Va. (AP) — The Latest on an impeachment hearing in the West Virginia House of Delegates concerning members of the state Supreme Court (all times local):


    Indicted West Virginia Supreme Court Justice Allen Loughry has been impeached on a second charge.

    The House of Delegates voted unanimously Monday to send to the state Senate for trial an impeachment article that says Loughry took home a $42,000 antique desk owned by the state.

    The article passed with little debate. Loughry still faces six other impeachment articles. Earlier Monday, the House impeached Loughry over $363,000 in spending on his office renovations and impeached Justice Robin Davis for spending more than $500,000 on office renovations. Lawmakers are considering articles of impeachment against all four justices currently on the court. A fifth justice, Menis Ketchum, retired last month. He's agreed to plead guilty to one federal count of wire fraud stemming from the personal use of state-owned vehicles and fuel cards.

    Amazing how the state everyone seems to put down also seems to be the only doing anything about corruption.

    When you elect judges and effectively prevent them from campaigning this is the kind of thing you get. It becomes a popularity contest based on the popularity of surrogate supporters.

    Never heard of anything like that. We have a sort of normal pro hac vice operation that allows the out of state attorney to sue in California
    if there is also hired an in state lawyer for compliance with civil procedure. But the real purpose is certainly to protect the guild.
    It wouldn't make much sense to have state jurisdiction and ignore it and just allow anyone in the country to come in and practice.

    The situation you are describing, I'm not even sure I understand it. I can say that I once caught two smallmouth bass on a single lure
    at the same time in West Virginia. They are desperate in that state, to be sure.

    A common example would be that if you wanted to depose someone in WV in connection with a lawsuit across the state line in VA, MD, OH or KY, you would have to file an ancillary lawsuit in WV just to do the depositions, hire WV lawyers, and let the WV lawyers conduct the depositions.

    probably something related to subpoena powers....obviously wouldn't be necessary if you're taking a depo of a voluntary witness........
