British GCHQ, a world-class sigint agency, had been warning the NSA of "suspicious interactions" between Trump associates and Russian agents since late 2015. Over the next 6 months, more warnings came in to the CIA and NSA from intel agencies of Germany, France, Netherlands, Poland and Estonia.
"The Guardian has been told the FBI and the CIA were slow to appreciate the extensive nature of contacts between Trump’s team and Moscow ahead of the US election."
By summer of 2016, whether the FBI loved Trump or hated him, they had to take some action on this. And none of it had anything to do with the Steele dossier - that came later.
