The special counsel law that is in play today is different than under Nixon and Clinton. Today a crime has to have been alleged to be committed. No crime has been alleged against President Trump. Surely nobody is claiming that we needed a special counsel to try Paul Manafort? Additionally, the special counsel law as written today is supposed to be limited to avoid the Ken Star scenario.

Who says that a particular "crime has to be have been alleged to be committed" by President Trump? Where is it said that it has to be?
