Scoring by the judges to be on a 3 pt must system for each judge. 1 pt for best opening statement. 1 pt for best rebuttal and 1 pt for best question/answer combination. This system would prevent ties. all the rest of the details would be left up to you judges to sweat out. For example. You may want to make it clear that you'll deduct pts for ad hom attacks, etc. Let me know if I can provide more details to help.
The next step is to match the contestants up and assign them a date to debate. I suggest doing it one debate per day on an every other day basis. One day for the contestants to complete their debate, one day for you judges to judge their debate. You'll also need to pick a debate topic for each debate and assign who will defend which side in that debate. I'd also suggest you notify the contestants 24 hours before their debate on what their topic will be so that they can prepare. As I posted earlier. The Debate should consist of 4 parts. An opening Statement (100 to 500 words) a rebuttal (100 to 500 words), a question for your opponent and an answer to your opponents question (100 to 500 words).
You should be talking to Thorn and PMP. From here on, since I'm a contestant I should drop into the back ground but here's the format I've developed. If this is ok with you judges. First you seed the contestants #1 through #16. That makes things interesting right off the bat as it creates controversy (A good thing) and it creates favorites vs underdogs so we can root for big upsets. You then pair #1 against #16, #2 vs #15, just like they do in the NCAA tournament. You may, however, want to match opponents up according to their political leanings. That would be interesting too. Though it's inevitable that you'll have conservative vs conservative and liberal vs liberal in some debates.

Much as i would be honoured to be the Toronto Blue Jays of the debate competition, i'm not really a debating type of chap. I'm more a typing something stupid on a message board and masturbating furiously over pornography type of fellow. Good luck with the continuing hunt for fresh meat though.
