Paulson next blackmailed Congress into passing the bill by threatening that if the bailout didn't pass, 401K programs would collapse next.
Congressional pussies caved and did the exact opposite of the will of the people, thus ensuring longterm economic failure for the many, while rescuing the few who had been most responsible for the crisis.
