Do you mean after closing? I can't imagine a requirement to work in the dark being largely supported by most individuals that may be working hours that happen to be after sunset.
 
There is a certain concept called Nature which always tends towards an equilibrium unless an outside force such as Man intervenes. I wonder how birds were able to survive for so many millenia without high buildings acting as a culling mechanism.

You're an idiot, btw. Common sense measures to protect the environment & its inhabitants is something that has been sorely lacking in man's philosophy on development. Again - I think "required" is bad, but "encouraging" and endeavoring to change the way we do things is not.

If buildings want to do it on their own, more power to them. I do not have a problem with those who CHOOSE to do so. The entire point is that this is being regulated and THAT is absurd.
