It's an idiom you idiot. It means that someone is in a situation where they will do anything to get out of it. In the case of that woman being arrested, she was almost certainly making excuses and lying in a vain effort to not get arrested.
She was calm and spoke nicely to the cop. She was not panicked. The cop was hunting for someone to kill. There was no crime for her to be arrested for.
That is just evil.

I was shocked when ICE first started out. The videos of them breaking car windows and dragging people out of their cars were way over the line. People were and are treated as guilty. They are not allowed to prove their innocence. They are beaten and arrested. Many innocents are jailed and deported. This is not how America is sup[posed to treat the people.
