This is a key point. Part of the Command Staff work flow is to have the JAG review it. JAG approval is a "get out of jail free" card. The JAG might go down but not the Command Staff.

This does not apply to boats that are still valid military targets. You can't conveniently switch between valid military targets and people who are not on valid military targets as though they are synonymous.
We didn't capture the Terrorist he was still in the fight by communicating with other narco- terrorist to pick up him and the drugs. They were using a drone and could not board his boat and arrest him.
