Capitalism is not government controlled or regulated. It functions independent of any government. Socialism is not capitalism.
Capitalism can be. When the government regulates the market against clearly criminal acts--like crooked weights and measures, or things like monopolies or other destructive trade practices, that sort of thing it is regulating capitalism. It is acting as referee, not business manager.

When it starts issuing licenses, dictating what can and cannot be made and by whom (outside of clearly dangerous products--think "snake oil" that sort of thing), where businesses can operate and when, and is picking winners and losers in the marketplace, the government moves into socialism. Now it is managing business and that means it has become socialist in nature.

No. Much of what you list (with one exception) is fascism, a form of socialism. Setting and enforcing standards and weights is not fascism. That is simply government working to prevent theft.
