There are 12 appropriation bills requires to fund the government fully. The CR is NOT an appropriation bill. It is a way to keep the government open until all 12 appropriation bills are passed either individually or with an onmibus bill.
In this case the Senate included 2 of the appropriations in the CR they sent back to the House. But that still leaves all the other bills not passed.

An irrelevant question. An appropriation bill has been passed in the form of a CR. A CR is a type of appropriation bill, whether you like it or not. Thus, an appropriation bill WAS passed by the House, and WAS supported by Senate Republicans (and Fetterman). It was all the other Senate DEMOCRATS who kept voting against it, and initiated and kept continuing the government shut down.

You have no one else to blame but Senate DEMOCRATS.
